Call to Order President Pro Temp, Jerad Cypher called the meeting to order at 7:00 pm.

PUBLIC COMMENT:
Darlene Tragone, 187 Wilmont. Ms. Tragone was concerned about the speed humps in front of her house. She has been a resident in the borough 33 years. The cars going over the humps do not always slow down the traffic. It is a constant thumping sound all hours of the night. She asked the Council if anything can be done to curb the thumping noise from the cars going over the humps. Council asked if any other neighbors were complaining and she did not know.
Ms. Weinstein stated that no action could be taken this evening but Council will look into possible solutions.
Mr. Dan Bird, Thayer Street. Mr. Bird asked if there was any progress regarding the salt lot retention pond or any other information regarding correcting the flooding in the Borough. Council had no further information to provide as of this date.
Parents of property owners listed in tax records under the names of Lucas Kinnee and Brandy Borges who purchased the property at 33 Thayer Street. They wanted to know when the wall will be put back on the property. They have been updating the property and he is a plumber and also wanted to bring to Council’s attention that the sidewalk is now sunk in. President Cypher said they are working on it and that will be discussed later.

Library Board Representative-Mr. Gerard Weiss thanked the Council for his appointment to the Library Board. He received an orientation packet and will be attending the next meeting on April 16, 2018.

Park and Shade Commission- Ms. Reca Panian gave a detailed report of the Park and Shade history and past projects. As chairman she has been corresponding with her commission members via email and received numerous suggestions and ideas regarding future projects for the Parks in the borough. Several children’s activities were also suggested. She will advise council of progress.
- Engineer – Widmer Engineering, Inc. – Rich Rush-Absent However, additional information regarding Wilmont was sent to Council.
Action Items
Motion Jerad Cypher, second Maryann Weinstein to authorize Rich Rush, Widmer Engineering, Inc. to bid the Wilmont project Alternate No. 2 in the amount of $ 188,000.00 at such time when coordinated in conjunction with Columbia Gas NiSource Wilmont project. Roll Call Vote: McHugh-yes, Cypher-yes, Weinstein-yes, Petrosky-yes, Hurney-yes. Motion passed.
Motion to authorize payment of $ 4,380.00 to HLS Landscaping, Inc. (Garrett Hettman) pending final work performed on pipe installation/repair and restoration of area near or adjacent to 33 Thayer Street and the Thayer Street Park. Final payment of project will be released pending final approval by Engineer, Rich Rush, Widmer Engineering, Inc.

Motion Maryann Weinstein, second Tim Hurney, to approve Columbia Gas to advertise the Public Meeting at the First Christian Church, 615 E. Beau Street, Wednesday, April 11, 2018, 6 pm to 7 pm. Motion passed.

Jerad Cypher-Mr. Cypher briefly discussed a shredding event in the borough and presented Council with a quote. No action taken.
Charles McHugh-Discussed ordinance violations regarding parking on sidewalks and lawns. It was determined that if the vehicle is on the lawn, the violation would be handled by Code Officer. If the vehicle is on the sidewalk, the violation would be handled by the Chief of Police.
Tim Hurney-Mr. Hurney noted that the parking violation on East Beau was addressed by Code Officer and resolved within 8 hours and wanted to give credit to the Code Officer.
Mr. McHugh also introduced Ms. Katie Imler to the Council. Ms. Imler was appointed to the Park and Shade Commission and as a Member of the Zoning Hearing Board. Ms. Imler gave a brief description of her experience and background to Council. She is enthusiastic to help on these commissions and boards and welcomes the opportunity to learn.
Dawn Petrosky-Ms. Petrosky presented council with examples of Newsletters she received from Vendors. One Vendor Newsletter is free to the Borough. The advertisers listed cover the expense of the Newsletter. Council agreed it was a good idea. Ms. Petrosky will get additional information and present to Council at the next meeting.
Maryann Weinstein-Mrs. Weinstein expressed interest in attending any future Flood Summit meetings.
Motion Jerad Cypher, second Charles McHugh to appoint Maryann Weinstein as the Council representative to attend the Flood Summit meetings. Motion passed.
Old Business
- Borough LED lighting project. Council Member Cypher told Council that the LED lights installation is to begin possibly the middle of April. The LED lights are 90 watts and should be a savings of 35-40% on the bill. Ms. Petrosky stated that during a meeting with the Chief of Police, he did comment on his concern regarding the illumination of the LED vs. Halo lights and the fact that the visibility is narrower with the LED lights. There may be a need for additional LED lights as a result of that narrowing visibility.
