Council

 Guy Tucci – Joint Zoning Ordinance (under action items)

 Mary Taufer – Mary Taufer announced there will be a gun class on February 20, 2016 at the Iron City Armory, Bridgeville with 15 people signed up for the class. Also, Mary Taufer talked to Columbia Gas and no work is being done on Lemoyne. Meters are in the back of the property. Columbia Gas is working with the First Christian Church to set up a town meeting to notify residents of the gas line project that will be done in East Washington Borough – Jennifer DuBois, APR Director, Communications and Community Affairs, Columbia Gas.

 Matt Boice stated that Sharon Helms, Morgan Avenue will be moving out of the borough.

 Tamara Chacko stated that the ad for the Code Enforcement Officer should be until February 5, 2016.

Action Items:

President Tucci discussed the Washington-East Washington proposed joint zoning ordinance with Council. The latest draft is now available to council and the planning commission. President Tucci asked the current Chairman of East Washington Borough Planning Commission, David Posner, to give a brief update regarding his knowledge of the joint zoning ordinance. Mr. Posner informed the Council as to the purpose of the borough planning commission and his recommendation as Chairman to activate regular meetings of the East Washington Borough Planning Commission to go over the proposed joint ordinance in detail and make a recommendation to Council regarding how they should proceed. In addition, he will attend the next City of Washington planning meeting and report back to council any developments regarding the joint ordinance.  Mr. Posner noted that a thorough examination of the proposed joint ordinance could take several months of Reorganization Council Meeting January 4, 2016 meetings with his commission. He stated that council should not make any zoning decisions until the planning commission has made a recommendation to council.  Council has agreed to wait for recommendations from the planning commission.

 Motion Cheryl Amodei-Mascara, second Tamara Chacko to authorize David Posner to set up meetings with the members of the Planning Commission and attend the City of Washington planning commission meetings as needed. Motion passed.

 Motion Mary Taufer, second Tamara Chacko, to appoint Cheryl Amodei-Mascara as temporary Code Enforcement Officer to review all citations and court cases on file from Mike Behrens and to attend the hearings on behalf of East Washington Borough. Motion passed. Cheryl Amodei-Mascara abstain.

Council discussed rental at R1 150 Penn Street – Oxford House. Records indicate that this may have been established in East Washington Borough in 2012. No action taken.
