Public Comment
Residents from LeMoyne Avenue, Wilmont Avenue, Beau Street, and North Wade Avenue attend the Public Meeting. Again some of these residents questioned the status of as by their definition, the “Green Space” in the borough and what the Council had planned to do with it.
Mrs. Shure 169 LeMoyne Avenue, questioned the deed to that parcel and stated there was a no reverter clause as to the use of the property if ever sold, nothing could be built on it and it would remain a “Green Space”. She also said she contacted PJ Dick Corporation and they told her the space has no info structure and would not be worth developing. Solicitor Makel had the deeds available and found NO REVERTER CLAUSE in the deed for that parcel.
Mr. & Mrs. Hildebrand, 172 LeMoyne Avenue also questioned the use of the “Green Space”.
Mr. Ray Dunlevy, 500 E. Beau Street, said his property is adjacent to the East Washington salt lot area and it has been dumping area for years. He looks at his back window of all the debris.
Mr. Tim Hurley asked about Wilmont Avenue and what the pink flags meant on the street. Sarah Boyce, Widmer Engineers stated that pink meant a phone or cable company could be doing work on that street.
Mr. John Wharton told Council the property at the salt lot was at one time proposed to be purchased by the college for a soccer field and entire borough was not in favor of the idea.
Reca Panian, Christman Avenue, expressed concern about a German shepherd dog sitting on the porch roof of a Blue House on the street. Council will have public works department or police check on this matter. Our animal control officer may have to be notified.

Council President Guy Tucci reiterated that Council has done nothing with the “Green Space” at this time.
Solicitor Makel gave a brief explanation regarding the Columbia Gas project within the borough. He stated that a meeting will be scheduled with Columbia Gas personnel and East Washington Borough Council, draw up an Agreement for the repair and restoration the curbs, sidewalks, and/or paving of the streets within the Borough.
Sarah Boyce –Widmer Engineering
Ms. Boyce discussed the earth moving at the salt lot and indicated after getting in touch with the Conservation District that the Borough would need to apply for a GP7 conservation permit because the land located at the salt lot has now become know as a culvert of four (4) feet down which created a wetland over time. Council would have to approve application for the GP7 permit to be in compliance.
Motion Tamara Chacko, second Charles McHugh to authorize Sara Boyce, Widmer Engineering, to apply for the GP7 permit for East Washington Borough. Motion passed.
Ms. Boyce presented possible solutions to the water run-off, storm drain situation on Wilmont Avenue.
Borough Council may choose to fix one-half of the streets with an inlet going into the storm drain at an approximate cost of $75,000 or do the entire street from the top down with inlets and storm drains at an approximate cost of $150,000, She stated that Columbia Gas has not give the Council a clear direction as to when Wilmont may be scheduled to begin construction of the new gas lines and would need an agreement, plan, scope of work and time table for the project. Consequently, it is advisable to wait to consider any work done on Wilmont Avenue until 2017-2018. She suggested Council consider full repair/restoration of Wilmont Avenue storm sewer project may be budgeted in 2017 and/or 2018.

Aaron Lucero, Public Works department, stated he had quotes from HLS Landscaping, Garret Hettman, $5,709 and Statocha Construction $7,600 for inlet project on Thayer Street. Solicitor Makel stated according to Borough Code, any project over $5,000 needed to be bid and 3 bids recorded, date, time and tabulated. Also, provide proof of workers compensation insurance, liability insurance, and a bid bond for the project subject to Solicitors review and approval.
Motion Mary Taufer, second Charles McHugh to authorize bids for inlets on Thayer Street. Bidder required to provide proof of workers compensation insurance, liability insurance and bid bond. Bids are to be reviewed and approved by Solicitor prior to award. Motion passed.

Solicitor Makel began the meeting with a thorough discussion regarding Columbia Gas not obtaining theproper street opening permits as per our ordinance. On behalf of the borough, the Solicitor stated he would generate an agreement with Columbia Gas by the next business day and send it to Dominic??? Columbia Gas for review and signature. The agreement would spell out the fees for the number of openings, what streets are to be paved, side walk, curbs or any other restoration necessary.

Mr. Bochna stated that PA American Water would be replacing water lines on Sherwood, application submitted to borough. 5 openings at $100 each billable to PA American Water. He stated that Thayer Street was approved and S. Wade approved to replace water lines. He wanted to work in conjunction with Columbia Gas while they were in the area on some of the same streets.
Paris Construction – Subcontractor of PA American Water Co., to do paving and or restoration.
Water Line street approvals: Sherwood, Elmhurst, E. Wheeling, South Wade to Dry Cleaners and Thayer Street. He stated some streets will have an 8” line and others only a 2” line. No hydrant is permitted on a street with a 2” pipe.
Discussion continued and Agreement will be generated by Solicitor Makel and submitted to PA American Water Co. for review and approval. The agreement will contain language based on linear feet requirements per opening, $3,000 in escrow account, Workers Compensation insurance, liability insurance, and bid bond sidewalks replaced in compliance with ADA requirements. Also, requested by Council, a copy of a pre-construction video, sidewalk inventory, etc.
