Call to Order President Guy Tucci called the meeting to order at 7:00 pm.

President of Council, Guy Tucci administered the Oath of Office for new council member, Chris B. Mascara. President Guy Tucci, addressed the residents regarding properties being purchased by W&J which are exempt from real estate taxes, however W&J is a private for profit school. The borough keeps losing tax money because of W&J buying properties and they are removed from the tax rolls. Council has requested the line be re-drawn back to the City of Washington leaving it the way it was as a result of citizens concerns.
He also commented that residents wanted to keep the police department. Mr. Tucci directed his comments several times to the residents that attended and asked them to become a council member and volunteer their time if they were dissatisfied with the council’s decisions. He stated Columbia Gas is going through the borough and replacing gas lines on numerous streets in the borough. The council is determining what roads and issues need addressed. The majority of the budget covers roads and police. Council needs to look at ways of increasing revenue. Mr. Tucci told Residents Council is open to any ideas to increase revenue.
President Tucci welcomed again anyone that was in attendance to come forward and be on any board of East Washington Borough. No one volunteered.
Public Comment
Residents from East Washington Borough voiced their concerns about the rumor that the property considered by some as the “green space” is going to be sold and developed. Some residents said to increase taxes as a way to increase revenue not develop that area.
Resident — – works at W&J is fundamentally opposed to the development of the green space. Mrs. Shure, Lemoyne Ave., stated she lived in the borough 58 years and does not want the green space developed.
Cissy Cameron, Christman Ave., expressed concern for the green space because an area has just been designated for the Monarch Butterfly Habitat and presented a certificate from the Monarch Watch organization in appreciation for creating and maintaining a Monarch Waystation which contributes to monarch conservation and helps to assure the continuation of the monarch migration in North America.
Mark Connors said to consider getting grants from the government as a means of increasing income.
Nancy Weis Historical Society provided comments regarding the green space. She is opposed to the development.
Jack Fine, 177 Lemoyne., Wanted to know what the benefit is to developing the green space?
Ray Dunlevy Beau -Mckennan. Mr. Dunlevy was concerned with the development of the green space and the stream area and the piles of debris that may be going into the stream. He stated it is a mess with telephone poles, limbs, trees, leaves, blacktop, and cement dumped in that area. He said that area is just a dump for garbage.
At that point, Sarah Boyce, Widmer Engineers, spoke and gave a thorough update regarding the MS4 Separate Storm System and identified the requirements to be in compliance. The borough officials, public works department and she met with DEP representatives to develop a plan for the MS4 compliance. Over time due to the culvert a man-made wetland had developed in that area. Some items addressed will be a proposed new culvert, sediment control and seed/mulch the area. In addition, several items addressed are in direct relation to the salt lot location and the letter received by the Conservation District. Permits will be obtained and recommendations/corrections for erosion control and earth disturbance will be ongoing.
Reca Panian stated she did not want the green space developed.
A new resident to the borough stated she liked the area, it is quiet and felt the green space was an asset to the community. She urged council to preserve the green space.
Council indicated there is no plan to do anything with the green space at this time.
Action Items
Motion Tamara Chacko, second Mary Taufer, to approve 2016 Fire Works allocation of $500.00 requested by the Washington Area Fireworks Committee. Motion passed.
Motion Mary Taufer, second Tamara Chacko, for Solicitor Makel to respond with Motion for Stay Relief, Settlement Offer for George Retos, Bankruptcy Hearing. Motion passed.
Motion Jerad Cypher, second Chris Mascara to reaffirm proposed fees for Widmer Engineering to prepare bid specification for the Christman storm sewer-project (Tom Shade) and MS4 compliance requirements. Motion passed.
Discussion regarding the Agility Agreement with PENNDOT and East Washington Borough.
Motion Tamara Chacko, second Mary Taufer, to authorize Rick Skovensky, PENNDOT to assist Secretary with bid for paving roads in East Washington Borough as set forth in the Agility Agreement with PENNDOT and EWB. Motion passed.
Motion Tamara Chacko, second Mary Taufer, to authorize Council members, Jerad Cypher and Chris Mascara to attend the 2016 PSAB Annual Convention June 5-8, 2016 in Hershey, PA (Appx cost 1,200.00 per member, includes all Sessions, 4 days, Meals, Banquet, Lodging) Council Member Jerad Cypher is named our voting delegate. Code Enforcement Officer will attend as a guest member and the workshop will be paid by the Code Enforcement Officer. Motion passed.
Motion Charles McHugh, second Jerad Cypher, to approve Agreement with Jordan Tax Service to collect delinquent Garbage accounts. Language in the agreement to include the expiration date of December 31, 2017 with a notification not to renew the agreement be no less than sixty (60) days.
Authorize Solicitor to advertise the Ordinance for the June meeting. Motion passed.
Discussion regarding request from John Barber to obtain the East Washington High School picture of 1965. Council Member Jerad Cypher stated he would scan the photo and submit to Mr. Barber for his use but the photo is not to leave the office.
Discussion – Reca Panian informed Council she would need W&J volunteers again this year to clean up the park area. Mary Taufer will follow up with Reca Panian.

He lighting is brighter than the Halo lighting however, but does not project as far as the halo lighting. Vice President may proposing adding some additional halo lights within the borough instead.

Motion Mary Taufer, second Guy Tucci, to enter into an agreement with Aaron Lucero and East Washington Borough Council for cell phone service for Aaron Lucero. The cell phone service is to be used for business calls only. Phone bills will be reviewed monthly and calls in excess of $61.00 used for personal use will be payroll deducted. The term of the agreement will end August 4, 2016. At that time, council may discuss alternative phone plans. Motion passed.
