Public Comment
Reca Panian, Park & Shade Committee. Ms. Panian requested additional Children At Play signs. Also, she wanted to know the interpretation of the law regarding dogs on the roof of homes. She noted that one homeowner permits their dog to be on the roof of the home. She is concerned that the dog may jump off and bite someone. Discussion continued regarding the leash laws and the fact that the dog is on the owner’s property and not on public property, may be hard to enforce. Currently, there is not ordinance on file that addresses this concern.
Daniel Bird, 34 Thayer Street. Mr. Bird again asked Council who is responsible for the splattered tar on his vinyl siding-spindles on his porch. The Mayor walked down to his home and recommended using a car wax to clean it off. The recommendation is he go to the district magistrate and file a complaint with a cost estimate to clean the siding. No action taken.

Code Enforcement and Zoning Officer – Road Closure Ordinance-City of Washington – Bradley & Amodei-Mascara were to check with the City of Washington to request a copy of their Road Closure Ordinance. Ms. Amodei-Mascara reported that a stop work order had been issued to the Faith Christian School for building a deck without a permit. Will advise Council status at the next meeting. Also, at the McNeal residence on Harrison, a gravel driveway was constructed that connects to a roadway without a driveway permit which is in violation of the ordinance.
Ms. Amodei-Mascara, Code Enforcement Officer, Solicitor Makel and Council member, Tucci, Taufer met with representatives of Columbia Gas to discuss the condition of borough roads and the new gas line construction project. Issues of concern are requiring Columbia Gas to provide a 5 year or longer maintenance bond, road surface patches and guarantee of work. Columbia Gas representative,
Mr. Scott Waitlevertch, Manager, Government Affairs, agreed to submit a revised agreement to the Borough of East Washington by October 7, 2016. A walk through the borough to review the restoration of streets with Code Officer and representatives of Columbia Gas was tentatively set for Tuesday, October 11, 2016.
Sidewalk Ordinance may be addressed at the November meeting. Code Enforcement Officers report is on file in the office indicating the number of letters sent, citations filed, and resolved issues that occurred for the month of October, 2016.
Council Members:
* Guy Tucci – Mr. Tucci indicated he and council will be working on the 2017 budget with the possibility of Wilmont Ave. repair to be approximately $100,000 for initial repair of storm sewer issues prior to paving.
* Mary Taufer – Ms. Taufer said she contacted Lynn Galluze regarding grant writing assistance for East Washington Borough and the Local Share additional fund due October 1, 2016 deadline for submittal.
Discussion continued with Solicitor Makel saying that the Local Share Funds may disappear and the legislatures have approximately 4 months to act on these fund. Ms. Taufer expressed her concern about any dog being loose in the borough and the specific issue of a resident’s dog on the roof. She suggested that the borough have a dog ordinance.
* Matt Boice – Mr. Boice requested replacement of sign on Grayson Alley. He also asked what the process is for getting the speed limit reduced on Beau Street. Mr. Tucci stated he invited Rep. Brandon Neuman to come to his home on Beau Street a few weeks ago and sit on his porch to assess the traffic and speeding cars on Beau Street. Rep. Neuman told Mr. Tucci that there was some proposed l legislature that would permit local police to use radar.
Motion Matt Boice, second Tamara Chacko to authorize Solicitor or Engineer to send a letter to PENNDOT to reduce the speed limit on Beau Street and request a blinking light signal at the Faith

Engineer- Sarah Boyce, Widmer Engineering, Inc. Ms. Boyce indicated that the safety fix for the park was completed by HLS Landscaping Inc. in the amount of $2,900.00. The entire repair of the concrete pipe should be bid in early spring of 2017 to get the best bid price.
Mr. Boyce reported the Sheraton Road-Lemoyne Ave. Ext. repair is directly related to the springs and storm water issue at that site. The road slid and needs repaired with a 12 x 75 asphalt patch and excavating.
Bids were sent out and received from two vendors, $18,900 and $19,488. Roughly 190 sq. yards and due to time constraints, Ms. Boyce felt bids were high. A lower bid of $12,800 was received after the bid deadline. Ms. Boyce was concerned that the bidder DID NOT list the paver in his bid. Further discussion continued and Solicitor questioned if an insurance certificate and bond was included in the bid. Solicitor Makel said he would talk to Ms. Boyce to discuss the bid. No action taken.
Ms. Boyce stated that the Christman Avenue project contracts were signed and a Pre-Construction meeting scheduled. Contractor to start within the next 2-3 weeks.
Mayor – Mayor Gomber asked Council if they would consider the development of the field property. A Borough meeting scheduled at the church for residents of the community to be enlightened of the proposal.
Council agreed to it may be a good idea have a town meeting for residents of East Washington Borough regarding the development of the Green Space. Council Member Matt Boice felt it was important that the Council see site plans, and additional information prior to a town hall meeting. Mayor Gomber stated he/they had all that information and could present it to Council. No official action taken.
Old Business
Solicitor –Status of WEWJA Ordinance (Increase Incorp. to 50 Yrs) Solicitor to advertise. Solicitor Makel stated he has not heard back from Mr. Turturice, Esq. requesting information for the advertisement of the WEWJA Ordinance. Solicitor requested authorization to move forward with an advertisement that he will submit to the newspaper for adoption. Solicitor may check with the City of Washington as to their advertisement.
Motion Mary Taufer, second Jerad Cypher, to authorize Solicitor finalize the advertisement of Washington-East Washington Joint Authority Ordinance increasing the Incorporation to bet set to 50 years. Motion passed.
Motion Mary Taufer, second Matt Boice, to authorize Solicitor to prepare documents to Gold Peak Industries, LLC for the PENNDOT Agility Agreement Bid subject to a release being signed by Gold Peak Industries. Motion passed.
