Public Comment
Daniel Bird, 34 Thayer Street. Mr. Bird asked addressed Council and said he spoke to Columbia Gas Mr. Ted Lewis, regarding the splattered asphalt-cold patch that is on his siding, railing and porch. Mr. Bird stated that Columbia Gas said they are not responsible for the cold patch-tar on his house. Mr. Lewis said it was the borough’s responsibility to correct. Solicitor Makel walked with Mr. Bird to check his home which is just a few doors down on Thayer Street. Meeting continued.
Reca Panian, 89 Christman Avenue. Ms. Panian reported she can apply for the DCNR grant in January and the grants are awarded in April. Therefore, she will not use her park budget allocation in 2016. If East Washington Borough is awarded a grant she would like to request Council to consider the budget amount allocated in 2016 be added to 2017 park budge as well as any money from a grant. If approved, purchase the adult exercise park equipment, installation, and preparation at the park in the spring of 2017.
Tom Shade. Christman Avenue. Mr. Shade was concerned about the easement document and wanted to make sure his shrubbery was to be replaced or restored. Mr. Shade questioned whether the work and restoration would be temporary/permanent and to his satisfaction prior to final completion of work. Ms. Boyce, Widmer Engineering, assured Mr. Shade that any work that was not in the scope of work or any change order necessary would be done during the project phase before final completion.

Motion Mary Taufer, second Tamara Chacko, to approve to release the funds to close the Officer John Dryer Death Benefit Account and WesBanco Bank, Inc. (Trustee of Dad’s Account). Motion passed.
Motion Jerad Cypher, second Chris Mascara, to approve 2017 Minimum Municipal Obligation (MMO) for EWB Non Uniform and Police Retirement Plans. $2,430. Motion passed.
Reports
Secretary – Secretary Sandy Motichak reported that the Workers Compensation Audit for East Washington Borough’s insurance carrier, AmeriHealth was conducted on Thursday, September 3, 2016. No findings.
Correspondence was received from the PA Assn of Boroughs-Fall Conference will be October 14-16, 2016 at Wyndham, Gettysburg. Any attendees please notify Secretary to confirm reservations. Also received correspondence from the Washington Count Tax Claim Committee, meeting date Wednesday, September 21, 2016 at 2:00 pm. President Tucci and Secretary are East Washington Borough delegates and will attend.

Police Department – Report on file in the office. Report includes VCR’s done. Number of arrests and incidents such as theft, traffic violations, or other related crimes.
Code Enforcement and Zoning Officer – Ms. Amodei-Mascara reported 28 citations issued to Columbia Gas. As a result, Mr. Scott Waitlevertch wants to meet with the Solicitor, Code Enforcement Officer, and Council to set up a meeting to resolve the permit issue. Mr. Waitlevertch Indicated the cost of paving was prohibitive. Ms. Amodei-Mascara suggested in lieu of agreement, follow the ordinance as per hole, per boring. Solicitor Makel will provide Code Officer with three dates that he is available to meet with Columbia Gas.
Ms. Amodei-Mascara felt the oil substance-asphalt Mr. Bird is saying is a private issue and should be addressed with Columbia Gas. The Borough is being blamed but the project is not complete on Thayer Street.
Ms. Amodei-Mascara met with Joe Bochna, PA American Water. The Agreement-Road Opening Permits has been signed by PA American Water and East Washington Borough. The Agreement-Road Opening Permit is based on per street block. Work began. Mr. Makel suggested to stop work until payment is received.
Also, 30 days have passed and another citation will be issued on the Alvarado property, which is the three quarter house on 145 North Avenue. The three quarter house on 150 Penn has paid their rental license for 2016. Some residents have requested parking permits for Penn Avenue.

* Chris Mascara – Council Member Mascara gave a report and information that Aaron Lucero initiated with the City of Washington regarding recycling. Mr. Lucero recommended that East Washington Borough enter into an Agreement with the City of Washington so that our branches and leaves can be dropped off at the City of Washington’s new recycling center. Mr. Mascara indicated that the City will draw up an Agreement. Council Member Mascara told Council he wanted to invite a friend that works with boroughs and townships that he knew to attend a council meeting. This individual may be able to provide some resources and assistance to Council and wanted to know if Council approved. Council agreed to his suggestion. Mr. Mascara turned meeting over to Sarah Boyce, Widmer Engineering, Inc. to give a status of the storm sewer at park.
Engineer- Sarah Boyce, Widmer Engineering, Inc. Ms. Boyce explained that last summer East Washington Borough had to put in an emergency storm sewer pipe that runs through the park. There is potential danger with children playing in the park due to one end of the pipe is exposed. Ms. Boyce received some quotes for repairs and the quotes are over $25,000 and project would have to be bid.
Motion Chris Mascara, second Mary Taufer to authorize HLS Landscaping, do a temporary safety fix in the amount not to exceed $3,000.00 for the storm sewer pipe at the Thayer Street Park. Major storm sewer pipe project at the Thayer Street Park to be considered in the 2017 budget items. Motion passed.
Mr. Tom Shade asked Ms. Boyce about the 5 foot undermining of his driveway and how that would be addressed during the project.
Ms. Boyce stated she revised the Curb and Sidewalk Ordinance and Draft has been sent to Code Enforcement Officer for review.
Motion Chris Mascara, second Mary Taufer, authorize Ms. Boyce to review any work changes necessary to the Chrisman Avenue Project. The Engineer would approach the Council first with changes before any changes will be made to the project. Motion passed.

Solicitor – Status of Columbia Gas and PA American Water Agreements. Solicitor Makel told Council he had not received a response back from Columbia Gas regarding the Agreement.
Status of WEWJA Ordinance (Increase Incorp. to 50 Yrs) Solicitor to advertise. Solicitor Makel stated he has not heard back from Mr. Turturice, Esq. requesting information for the advertisement of the WEWJA Ordinance.
An additional request will be sent out the following day.
Motion Mary Taufer, second Chris Mascara to authorize Solicitor Makel advertise the bid for the Municipal Waste Collection (2 year contract) January 1, 2016 to December 31, 2018 for East Washington Borough for the October 6, 2016 meeting. Advertise September 9, 16, 2016. Waste Hauler to bill home owner directly.

BIDS CHRISTMAN AVE STORM PROJECT – Widmer Engineering, Inc. Sarah Boyce.
Ms. Boyce stated that Sealed Bids were received and opened on September 1, 2016. by Richard Rush, P.E. Mr. Rush, Widmer Engineering, Inc. recommended that the project be awarded to Independent Enterprises, Inc.
Motion Chris Mascara, second Jerad Cypher, to award Independent Enterprises, Inc. the bid of $39,465.00 for the East Washington Borough Christman Avenue Storm Improvements Project provided they provide the Borough with all required bonding, insurance certificates, and other documentation required in the bid document. Council Member Chacko abstained. Motion passed.
Executive Session
Motion Mary Taufer, second Tamara Chacko to enter Executive Session for personal reasons at 8:10 pm

Motion Mary Taufer, second Tamara Chacko to authorize Sarah Boyce, Widmer Engineering, Inc. to notify City of Washington that the borough wants field to remain zoned R1. Motion passed.
Motion Chris Mascara, second Mary Taufer, to authorize Sarah Boyce, Widmer Engineering, Inc. to receive and review all small bid projects under $19,000 and make recommendations to Council. Any bids over $19,000 are to advertised and bid package prepared by Engineer in accordance with Title 8 PA State Boroughs Statues. Motion passed.
Motion Chris Mascara, second Mary Taufer, to authorize to hire Trevor Camps as Part Time Laborer, Public Works Department $10.00 per hour as needed. No benefits. Motion passed.
Discussion regarding Green Space referendum cannot be on a ballot. Must have a public meeting.
Discussion part time office help. Discussion regarding storm water fee to be used for culverts, road sweeping. Approximately $7-$8 per month and can charge W&J also. Some members are opposed because it may appear as a tax. No action taken. Agenda item for next meeting- Discuss meeting with Residents regarding the field development.
