Business Council Meeting September 8, 2015 – 7:00 pm
Call to Order President Guy Tucci called meeting to order at 7:00 pm.

Motion Mary Taufer, second Kelley Dickson, to approve the August 3, 2015 minutes. Motion passed.
Motion Kelley Dickson, second Cheryl Amodei-Mascara to approve bills, $50,527.06 General, PLGIT $1,400.00 Motion passed.
Speaker: Jeff Young, AFLAC presented information and packets regarding Short Term Disability insurance, Vision and Dental information.
Motion Cheryl Amodei-Mascara, second Mary Taufer to permit Jeff Young, AFLAC representative to coordinate with East Washington Borough to set up meetings to discuss AFLAC insurance information plans such as Short Term Disability, Cancer, Dental, Vision, etc. as presented to the council on this date.
Motion passed.
Speaker: Cissy Cameron, Master Gardner, presented information regarding the Monarch Butterflies and brought several cocoons of unhatched butterflies given to the public and/or council members. She requested the use of our open field to plant milkweed for the butterflies. W&J college students will assist her with this project
Motion Cheryl Amodei-Mascara, second Mary Taufer to grant permission to Cissy Cameron to plant the milkweed at the end of our field with the assistance of W&J college students. Motion passed.
Public Comment
Reports
Secretary – Report on file in office.
Public Works –Public Works Supervisor Aaron Lucero reported the salt storage roof project is complete. Presented photos for council review. Also signs will be place throughout the borough for Leaf pick up October 1 through November 20. Supervisor Lucero stated that the MS4 inspection will be on September 24, 2015 between 9:30-10:00 am, and Sarah Boyce, Widmer Engineering, will accompany Supervisor Lucero during the inspection. Ms. Boyce has advised Supervisor Lucero that she will assist with any deficiencies or recommendations made by the Department of Environmental Protection to assure compliance of the MS4 (Municipal Separate Storm System) within the Borough of East Washington.
Discussion regarding the purchase of a 2015-2015 Truck for the Public Works Department. Various scenarios were presented to council for consideration and interest rates were discussed. No action taken.
Motion Cheryl Amodei-Mascara, second Mary Taufer to purchase a Leaf Box from ODB not to exceed $4,465.00 to be used on the Leaf machine. The old leaf box is over 30 years old and was secured to the truck last year with straps and it totally rusted. Motion passed.

Chief David Bradley – Report on file in the office. Discussion regarding Ron Miles and Vice President Mary Taufer suggested coordinating a small event to honor long term employee, Ron Miles. Chief Bradley will discuss with Ron Miles.

* Mary Taufer – Vice President Taufer suggested that the council consider the possibility of building a new municipal building and garage for the public works. The need for public parking and a better location of the municipal building should be addressed in the future.

Motion Cheryl Amodei-Mascara, second, Kelley Dickson, to accept resignation (retirement) of Ron Miles effective August 23, 2015 with regrets. Motion passed.
Motion Cheryl Amodei-Mascara, second Kelley Dickson, to authorize Chief Bradley to sell 2 police vehicles and trade in or sell public works old yellow truck. Motion passed.
Motion Kelly Dickson, second Mary Taufer, to authorize Trick or Treat set for Saturday, October 31, 2015 6:00 pm to 7:30 pm. Motion passed.
Motion Kelley Dickson, second Tamara Chacko, to authorize East Washington Borough Shredding and Drug recycle event Saturday, October 3, 2015 11:00 pm to 1:00 pm. Donation of $200.00 given to First Christian School for the use of their facility. Motion passed.
Motion Mary Taufer, second Cheryl Amodei-Mascara, to authorize East Washington Borough Leaf pick up October 1 to November 20, 2015. Also residents can purchase Leaf bags $.50 cents each. Motion passed.
Motion Kelley Dickson, second Cheryl Amodei-Mascara, to authorize 2016 MMO (Minimum Municipal Obligation) for the Non-Uniform Pension Plan $ 6,784.00. Motion passed.
Motion Cheryl Amodei-Mascara, second Matt Boice, to approve Addendum to EWB Waste Ordinance changing language in Section 5 and have Solicitor Makel prepare and advertise for adoption at the next meeting. Motion passed.

Motion Cheryl Amodei-Mascara, second Kelley Dickson, to stop payment of dental, vision, life insurance for Ron Miles effective this date. Motion passed.
Motion Kelley Dickson, second Cheryl Amodei-Mascara, to pay Ron Miles a Retirement Bonus of $10,000.00 pursuant to agreement prepared by Solicitor Makel. This agreement is in consideration for 41 years of employment with East Washington Borough. Health Insurance, Dental Insurance and Life Insurance will cease in accordance with the next billing cycle and/or before October 31, 2015. In addition, the release of any equipment that belongs to the Borough of East Washington be turned in within 30 days of agreement. Motion passed.

CONTINUATION OF MEETING – SEPTEMBER 15, 2015 – 10:30 AM
Action Items
Motion Cheryl Amodei-Mascara, second Kelley Dickson to authorize the purchase of a 2015 F250 Truck for $45,678 to include plow package, etc. and use $20,000 from the Liquid Fuels Account and the balance from the Impact Fees account. Letter of Intent or purchase order to be given to Woltz & Wind Ford. Budget Line item for new vehicles in Public Works eliminated until 2018 Budget. In addition, no vehicle owned by East Washington Borough is to be used for personal use and remains at the East Washington Borough Building. Motion passed.
Motion to Kelley, second Tamara Chacko, to authorize Cheryl Amodei-Mascara and Mary Taufer to attend PSAB Fall Conference at Seven Springs October 16-18, 2015 Note: Section 701 of the Borough Code provides reimbursement for mileage, registration fees, and all other actual expenses for the conference that council agrees to pay. Motion passed.
Motion Mary Taufer, second Kelley Dickson to authorize Cheryl-Amodei-Mascara to attend grant workshop training on October 27, 2015. Lodging the evening before conference. Writing Effective Grant Proposals – Central Hotel Conference Center, Premier Best Western, Harrisburg, PA. Motion passed.
Council members discussed the possibility of purchasing a home on Beau Street to use as a new Borough Building. Discussion about garage and building on property owned by East Washington Borough. No action taken.
Motion Cheryl Amodei-Mascara, second Tamara Chacko to authorize work hours during the winter season for college student, Nick not to exceed 16 hours per week without approval of council. Motion passed.
President Guy Tucci notified council that he was informed by Michael Behrens that he has a new full-time job at Cecil Township as their code enforcement officer. Mr. Behrens stated he was going to continue to work for East Washington Borough and his hours would be 5-7pm daily.
