Motion Mary Taufer, second Kelley Dickson, to approve the July 6, 2015 minutes. Motion passed.
Motion Kelley Dickson, second Matt Boice to approve bills, $19,105.43General, PLGIT-$301.37 Motion passed.
Speaker: Sarah Boyce, Widmer Engineering went over the Washington County floodplain Ordinance Updates and will generate the draft ordinance with changes and submit to East Washington Borough for approval.

Public Works –Public Works Supervisor Aaron Lucero reported the park and playground area is finished from the emergency situation regarding the broken pipe and flooding that occurred a couple of weeks ago.
Also, requested purchase of signs for Leaf pick up this year. In addition, request to purchase possible leaf machines from the Mt. Lebanon Borough. Patching will be done on Wilmont this year. Also, Supervisor Lucero asked council to consider purchasing a pick-up truck through COSTARS equipped with a spreader, hopper and hydraulic system installed with estimated cost of $57,000.00. After discussion, council requested secretary and Supervisor Lucero to seek options with banking institutions for a lower interest rate.
Motion Mary Taufer, second Cheryl Amodei-Mascara to authorize the submittal of a bid to Mt. Lebanon Borough for a leaf machine not to exceed $1,000.00. Motion passed.
Motion Cheryl Amodei-Mascara, second Matt Boice, to authorize the purchase of 20 signs at $11.00 each to be placed throughout the borough for Leaf pick up in the fall. Motion passed.
Police Department – Mayor Gomber – None
Motion Mary Taufer, second Cheryl Amodei-Mascara to authorize Chief Bradley to hire 4 additional part-time police officers. Michael Cain, Paul Becker, Daniel Florian, Kelley Falcon. Motion passed.

* Mary Taufer – Vice President Taufer reported as previously noted that no funding is available for the removal of trees in the borough. After discussion President Tucci stated that the Borough has an ordinance that the homeowner is responsible for the tree. He stated that PENNDOT paved the road on Beau Street and they planted the tree on his property and he is responsible for the tree. Solicitor Makel suggested calling David Arnold, Greene County to see if he can provide a bid to the borough.

Solicitor
Motion Kelley Dickson, second Matt Boice, to authorize Solicitor to advertise the Flood Plain Ordinance subject to approval from Leslie Roads, PSATS. Ordinance to be approved at the September 8, 2015 meeting at 7:00 pm. Motion passed.
Action Items
Motion Cheryl Amodei-Mascara, second Matt Boice, to authorize re-certification of 5 police officers with the proper ammunition. Zimmerman, Frazee, Pisciottano, Falcon, Miles. Motion passed.
Motion Kelley Dickson, second Matt Boice, to authorize a one year contract with Ismingers for towing and services with the ability of the Borough of East Washington to terminate contract with written notice.
Motion passed.
Motion Cheryl Amodei-Mascara, second Matt Boice to authorize the Solicitor to generate an agreement between Joseph and Sally Wooldridge and East Washington Borough:
- Permit Joseph and Sally Wooldridge to leave the newly erected fence at the location of 55 Harrison Street, Washington, PA 15301.
- That in the event if the owners, Joseph and Sally Wooldridge sell the property, Owners, will agree to remove the fence at their expense pending a survey showing location of property and location of fence thereof.
- To notify the Borough of East Washington within 30 days of the sale of the property.
- If the Borough of East Washington expends any cost to remove the fence, or any other expenses, owners, Joseph and Sally will pay for any costs incurred by the Borough of East Washington.
Council discussed grant writing and Reca Panian volunteered to help with grant writing. Council Member Cheryl Amodei-Mascara inquired about classes for grant writing that she may be willing to attend. Also discussed the possibility of hiring Lynn Galluze as a contractor on an as needed basis for writing grants for the borough.
