Public Comment – None
Motion Bob Dickson, second Mary Taufer to accept the resignation of Gary Cohen, Council Member effective February 16, 2015 with regrets. Motion passed.
Motion Mary Taufer, second Bob Dickson to appoint Cheryl Amodei-Mascara as council member effective February 16, 2015. Motion passed.
Mayor Michael Gomber administered the oath of office and swore in appointed council member, Cheryl Amodei-Mascara.
Reports
Secretary – 2014 Liq. Fuels Audit approved with no findings. All audit materials copied and forwarded the Lisa Vipperman, Palermo/Kissinger for annual 2014 audit.
Public Works – Bob Dickson stated there are branches on Wilmont that are blocking the street light and can become a hazard. Bob Dickson will contact Staley to get a price for cutting down the tree and present to council at the next meeting. Bob Dickson stated there has been some residents questioning the sidewalk ordinance, specifically the responsibility of homeowner keeping their sidewalks clear of snow in the winter. Michael Behrens, Code Enforcement Officer is to put a notice in the Observer-Reporter regarding sidewalk removal. If necessary, a friendly letter be sent to the resident reminding them of their obligation to clean their sidewalks during the winter.
Police Department – Mayor Gomber stated the police department received two new computers and are being updated. Discussion continued with Council Member, Chuck McHugh stating he has not seen any police cruisers throughout the borough for the last couple of months. Asked what changes have taken place since January in the police department? Also, questioned if the police department is still following the school buses before and after school? Officer-In-Charge Ron Miles, stated he is following the school buses. Mayor Gomber told Council that a letter will be sent to all officers that after if the officer has not worked at least one day in the last 2 months, the officer will be placed on inactive status and are not eligible for a clothing allowance. If the officer has not worked after 3 months, their name will be removed from our list.
Mayor Gomber commented that a W-9 form be completed by all vendors that do any work for the borough which lists their Tax ID number or Social Security Number so that a 1099 can be issued at the end of the year. It is the fiduciary responsibility of the Borough to keep accurate records of all vendors.

Makel, a motion was made by Mary Taufer, second by Tamara Chacko to rescind previous motion to pay Citizens Library the amount of $15,000.00 and affirm only to pay $7,500.00 for 2015. All ayes. Bob Dickson – No Motion passed.

Action Items
* Discussion and Motion to authorize Republic Waste to do trash billing for East Washington Borough
for 2015.
Discussion continued and Solicitor Makel suggested that President Tucci request a proposal from Republic
Waste and he will review it. President Tucci will call our contact at Republic Waste.
* Discussion to authorize allocation to Washington City Transit $2,801.00.
Motion Bob Dickson, second Chuck McHugh that no allocation be made to Washington City Transit for 2015. Motion passed.
* Motion on the status of Public Works Yellow Truck
Council Members discussed at length the sale of the unused Public Works yellow truck. Council member Bob Dickson said he would get estimates from Bull International for repairs for the old Public Works yellow truck and report to council at the next meeting. No action taken.
* Motion to purchase 480 C. John Deere Multi Tractor for Public Works department – Purchase Order
No. 2015-001 – $ 4,878.75
