Council Meeting Monday, June 4, 2018 7:00 pm
Call to Order President Matthew Boice called the meeting to order at 7:00 pm.
Roll Call Attendees: Michael Gomber, Mayor, Matthew Boice, President, Harold Hartger, Vice President, Council Members-Charles McHugh, Jerad Cypher, Dawn Petrosky, Maryann Weinstein, Timothy Hurney, Solicitor Dennis Makel, Rich Rush, Widmer Engineering Secretary, Sandy Motichak

PUBLIC COMMENT
Douglas Corwin – 405 S. Wade Ave. Mr. Corwin asked Council if/when North Wade Avenue will be repaired. The road is in poor condition and crumbling. Also, asked about if the bricks will be put back on Morgan. Mr. Corwin said he was a proponent of the speed humps and they are good for the borough and they do slow traffic and then asked if there are any plans of speed humps being installed on North Wade?
President Boice responded stating Columbia Gas was putting in new service lines and final restoration on North Wade is not complete yet. He would send the Road Department to pick up the bricks and/or check the road.
Also, the Chief of Police would have to do the necessary research as to where the speed humps may be placed on North Wade. Follow the PENNDOT Calming device procedures for installation of the speed humps.
Stan Myers – South Wade Ave. Mr. Myers asked if anything can be done about the very loud stereos in the cars that are on South Wade 3-4 times a day. They are so loud that they shake the windows in his house. He also, commented that there is loud noise from the speed humps especially when trucks are hauling trailers.
Council Member Dawn Petrosky commented that another resident, Darlene Tragone, previously had voiced her concerns about the noise from the speed humps on Wilmont Ave.
Mr. Boice said he would discuss these items with the Chief of Police.

- Reca Panian told Council that mulching has been scheduled with GGC Lawn & Landscaping, the approved Vendor that the Borough has used for the past several years. She is scheduling a meeting with her committee on June 12, 2018 to discuss the East Washington Borough Annual picnic scheduled for Sunday, August 19, 2018 from 2:00-4:00 pm.
Motion Jerad Cypher, second Maryann Weinstein to approve items 1 through 3 as presented. Motion passed.
- Engineer – Widmer Engineering, Inc. – Rich Rush discussed the Wilmont Bids and Options for Council approval.
Action Items
- Motion to Maryann Weinstein, second Tim Hurney, to award the Wilmont Bid project bid to Slusarczyk Excavating in the amount of $ 228,611.25. Base Bid with Alternate No. 3. Includes milling and re-surfacing and installation of storm controls and replacement of all concrete curb and gutter (approximately 1,445 LF) along the north and south sides of Wilmont with concrete curb. Motion passed.
- Discussion to advertise Ordinance No. 536 of 2018 Regulate the placing and removal of Notices – property maintenance codes, promote public health, safety and welfare. Motion Harold Hartger, second Charles McHugh to table the ordinance. Motion passed.
- Discussion: to advertise Ordinance No. 537 of 2018 – Amend Street and Sidewalk (Original Ordinance. 291. The ordinance was amended effective 2014. Motion Maryann Weinstein, second Tim Hurney to table the ordinance. Motion passed.
- Motion Jerad Cypher, second Dawn Petrosky, to approve Resolution 008 of 2018 – Pony League Banner Placement on Beau St. (done annually). Motion passed.
- Motion Harold Hartger, second Chuck McHugh to approve Iron City Workplace Shred Event-Friday, August 24, 2018, 5:00 – 7:00 pm. $200 per hour+$25.00 fuel charge for onsite truck. (2 hour minimum) Total $425.00 (Location: Church of the Covenant) Also include Drug Collection conducted by the Police Department the same day. Motion passed.
Mayor – Michael Gomber – Mayor Gomber asked Council to consider funding for curb restoration on North Avenue. Mayor Gomber stated Mr. Phillips from the Redevelopment Authority of Washington County said we would get the Block Grant money in August. No official action taken.
Council Members – Reports Submitted to Council Prior to Meeting and/or Discussion

- Harold Hartger, Vice President – Mr. Hartger told Council that he would prepare a document based on the March planning discussion meeting and present to Council at the next meeting.
- Jerad Cypher- Cypher is in communication with Mr. Durr, First Energy, regarding the LED Street lights. Status report to Council by the next council meeting.
- Tim Hurney-None
- Charles McHugh-Cars on Lawn-E. Beau, Street sweeping, Street inventory, Future street projects. These items were discussed and a street inventory was sent to Council Members via email prior to the meeting.
- Dawn Petrosky– Ms. Petrosky discussed the Newsletter and total re-design of the borough Website with a proposed fee of $ 2,175 Discussion continued. President Boice indicated that is he not opposed to the possibility upgrading our website, however, the cost of the re-design of the website was not in the current budget, and Council may review the website re-design at a later date or include it in next year’s budget. There are major road projects that should be taken into consideration that effect this year’s budget. Another recommendation was to create an East Washington Borough Facebook page.

Old Business
Council discussed curb restoration in the borough requested by Mayor Gomber for curbs on North Avenue. No action taken.
