Resignation of Mayor Gomber – Motion Kent James, second Kris LaGreca to approve Resolution 007 of 2021 – Accept resignation of Mayor Gomber effective April 19, 2021 with regrets. – Passed by unanimous vote
A motion was made by Kris LaGreca, second Kent James to appoint Demond Nixon as Mayor of East Washington Borough until the 1st Monday in January 2022. – Motion passed by unanimous vote, Demond Nixon abstained.
Dan Bird made a motion, second by Joe Fulton to accept Demond Nixon’s resignation from Council effective immediately. 5 yes votes. Demond Nixon abstained. – Motion passed. Council has 45 days to fill Demond Nixon’s Council seat

Road Bid Award – A motion was made by Kent James, second by Joe Fulton to award road bid contract to Independent Enterprises as the lowest responsible bidder. All Ayes, Dan Bird abstained. Motion passed.
Joe Fulton made a motion, seconded by Kent James to accept the Brick Base Bid at a cost of Base Bid (Option 2 – Central – Brick Repair): $37,940.60. – Motion passed by unanimous vote.
Kris LaGreca made a motion, seconded by Joe Fulton to approve (2) Seminole type speed humps to replace the 2 existing speed bumps on South Wade. 2 yes, 3 no votes. – Motion FAILED.
Aaron Lucero asked Council to reconsider the vote of the two-speed humps on South Wade due to safety concerns and traffic on the road.
Mr. James felt that since there are two stop signs between Harrison and South Wade and Wheeling and South Wade; consequently, there is not a need for a speed hump in between that distance of the road. Only one-speed hump would be necessary on South Wade Avenue. After a discussion, a motion was made by Joe Fulton, seconded by Kris LaGreca to approve (2) Seminole speed humps to replace the existing speed humps on South Wade. Vote: Fulton-yes, LaGreca-yes, Weinstein-yes, James-No, Bird-No. Motion passed. Cost Alt. Bid #2 (Speed Hump): $9,732.50 EACH
- Park sign update – Joe Fulton stated he met with the Cumer family members. The Cumers chose a sign for the Park and will provide a write-up about their son Nicholas. A motion was made by Kent James, second by Joe Fulton to formally approve the name of the park to Nicholas Cumer park. Motion passed by unanimous vote 4. Setting a date for the picnic. Motion Joe Fulton, second Kris LaGreca to set the East Washington Borough picnic for Sunday August 15, 2021 and to include the ceremony renaming the park (Nicholas Cumer) at the picnic. – Motion passed.
- Grill – Reca Panian asked Council if a grill can be purchased for the park. Tabled until the next meeting. Reca and Aaron to provide more details of cost, size, etc. and recommend what grill to purchase. Also, Reca will get the Landscape company fees for 2021 and present to council for approval at the next meeting.
- Radar speed signs – Council discussed a change order for the ARLE grant to add radar speed signs. Kris LaGreca felt that a cross walk-in front of the school was more important than the radar speed signs. The crosswalk will have to be approved by PENNdot. President Weinstein called Cliff Eich and was on the phone during the meeting for Council to ask him questions. Mr. Eich explained that there may be limits as to what PENNdot will permit regarding the ARLE grant. He said he would check with PENNdot and get back to Council. There should be time on this decision.
- Tax collector issue – (Correspondence from Michael E. Peters, Esq) Solicitor Makel stated he reached out to Michael E. Peters and has not heard back yet. He feels the opinion of Keystone Collections is wrong regarding the Tax Collector issue. It was agreed that Council will put this item on hold until the Council receives more information from the Solicitor.
- Keystone Collections – Correspondence has been received from Keystone Collections with the following information: The Federal and State Income Tax Annual Return filing deadline was extended to May 17, 2021. Keystone will accordingly not impose additional late filing penalty and interest to local taxpayers who file by May 17, 2021 so as to align the local filing deadline with the extended PA and the IRS filing deadlines
