Chris Interval asked Council why no one on the council had responded to her Right to Know requests regarding issues about 616 Lemoyne Ave. Ext. Why aren’t rental properties being maintained.? And are property owners that have rentals following the code ordinances?

Harry Sanders told the council that grass was not being in the back at 616 Lemoyne and cars are parked on the grass at that location? Was this inspected?

Jeff Bull apologized for the statement he made in the last meeting regarding a police officer. Asked council to reverse the decision about the purchase of the Tesla Vehicle for the police department He felt it was not a safe vehicle for police use.

- Tesla Update (THIS ITEM WAS ANNOUNCED TO BE MOVED UP )– Purchase Order is ready for signature. Discussion continued and Council Member Dan Bird moved and was seconded by Doug Corwin to rescind the previous motion from the June 21, 2021 meeting that approved the purchase of the Tesla 3 AWD vehicle.

Kris LaGreca made a motion to approve Resolution 008 of 2021 Disposing of items valued less than $2,000, seconded by Michael McCormick. It was suggested to add this to the website and put a statement in the file as to the value of an item. – Motion passed.

Garbage Contract – Council determined that more time was needed for the review of the Garbage Contract. To be placed on the agenda at the continuation meeting on August 23, 2021.

Neighborhood Improvement Committee Report. The Committee met, discussed 616 Lemoyne Ave Ext, and based on the advice of the solicitor, not much the Council can do to stop a recovery house. In addition, if the council tries to stop it, it may be in violation of the Federal Fair Housing Act. The home never has been inspected because it is a single-family home.

Shaw Tree. Mr. Shaw requested reimbursement of $350 for the removal of a tree on a paper alley. Solicitor Makel stated that the borough has no interest in the paper alley. This is a private issue. All property owners in a plan of lots that abuts the paper alley have a right to use the paper alley. Consequently, Doug Corwin moved and was seconded by Kent James to deny Mr. Shaw’s request for reimbursement of $350 for the removal of a tree on the paper alley adjacent to 25 South Watson Avenue Motion passed.

Road Project Priority List. Kent James generated a list of road projects to be reviewed that can be used when doing next year’s budget.

- Maryann Weinstein, President – Rich Rush is going to get in touch with the Contractor to fix the speed humps. Parabolic humps were installed instead of the Seminole humps. Asked Council to consider additional costs for the ARLE Radar Speed Signs. The approximate cost is $8,605 and $3,000 for Cliff Eich, Trans Associates, engineering services.

- Douglas Corwin – suggested purchasing an Observer-Reporter subscription for the borough. The estimated cost of $250 per year. Also, suggested planting some trees in the park or green space. He should work with Reca Panian, Chair of Park and Shade Commission. Consider looking into other renewable sources such as solar panels.

- Kris LaGreca – said he thought the Agenda for the Nicholas Cumer dedication should be approved by the current Mayor listing speakers, details etc. A motion was made by Kris LaGreca, second Kent James. to authorize the mayor to have the final say on the Agenda for the Nicholas Cumer Park Ceremony. Discussion continued; Joe Fulton said the agenda had been set and was in conjunction with the Cumer’s wishes and consent. Solicitor Makel suggested the motion be rescinded and contact the speakers that will be at the ceremony. Discuss with them the content of their speech is to be without any political discourse.
