November 8, 2021 (No Minutes, MS4 Presentation) Motion Doug Corwin, second Michael McCormick to amend the motion and acknowledge the continuation meeting of November 8, 2021, had no minutes due to lack of quorum. – Motion passed.
• Motion Kris LaGreca, second Joe Fulton, to approve Bills GEN Acct. $119,057.91 (Checks 7331 to 7377) (All road projects for 2021 paid, Independent Enterprises-$64,110.40, Metz Trans-$7,350, and Slusarczyk-$3,673.42) – Motion passed.

Official Action:

1. Motion Kent James, seconded by Michael McCormick to approve Ordinance No. 547 of 2021 – 2022 Budget. – Motion passed.

2. A motion made by Dan Bird, second Kris LaGreca to approve Ordinance No. 548 of 2021 – 2022 Real Estate Tax Levy (no tax increase) – Motion passed.

3. Dan Bird made a motion, seconded by Joe Fulton to approve the 2022 Borough Calendar (no changes). – Motion passed.

4. Motion Dan Bird, second Doug Corwin, to approve Fire Contract with City of Washington (10-year contract, term Jan 1, 2022, to Dec 31, 2031) subject to modifying language for clarification from Solicitor. – Motion passed.

5. Dan Bird made a motion, second Kent James by to approve Slusarczyk – additional payment of $173.42 for 74 S. Watson repair. – Motion passed.

6. Joe Fulton moved and seconded by Michael McCormick to authorize the borough engineer to proceed with the process of creating specifications for the MS4 Project in 2022 for a sum not to exceed $190,000 (ARP fund). – Motion passed.

7. Motion by Kent Jams and seconded by Dan Bird to authorize Rich Rush, borough engineer, to meet with Aaron Lucero, Public Works Supervisor, to discuss the 2022 Road Project(s). – Motion passed.

8. Kris LaGreca moved and seconded by Joe Fulton to authorize the purchase of the Firewall Equipment and have our IT services contractor, Russell Stevens, Technical Support and Supply, set up and install the equipment at a cost of $1,595.00. – Motion passed.

9. Joe Fulton moved and seconded by Dan Bird to direct President Weinstein complete all the necessary forms for applying for the Community Development Block Grant – CDBG Grant for 2022 and notify Rob Phillips that the borough will be requesting the CDBG funds be used for handicap ramps in the borough. – Motion passed.

  • Doug Corwin – Presented Council with options for moving funds into an online account. A suggestion was made that someone from council explore other local banks in the area for additional options.

  • Joe Fulton – No report

  • Dan Bird asked about the status of the security cameras. Discussion continued regarding the placement of the cameras for outside the building or inside for monitoring. Chief Bradley felt it necessary to hard wire the cameras and he would be the only one to have access to viewing the video(s). Of concern was taping with audio and video during executive sessions, and the camera always on employee(s). No decision made.
