- Roger Flynn, 80 Sheraton Drive. Told Council he has a background in cyber security and offered to help council if they needed any help with cyber security.
- Dawn Petrosky – Requested key to the office to collect taxes and other tax related requests.
Motion
- On a motion made by Demond Nixon, seconded by Dan Bird the meeting minutes of December 6, 2021, were approved by unanimous vote.
- On a motion made by Joe Fulton, seconded by Doug Corwin the Bills from the Gen Account $30,462.85 (Check 7378 to 7407), PLGIT Account $16,649.03 (Check No. 990, Final Loader Pmt.) and ACT 13 Impact Fees Account $8,670.00 (Check No. 1006, TESLA Light pkg and delivery) were approved by unanimous vote.
Executive Session
- Mr. Dan Bird made a motion, seconded by Michael McCormick to enter an Executive Session at 7:18 pm for negotiations and Personnel Reasons.

Motion
- On a motion made by Kent James, seconded by Demond Nixon to add Assessment of Wages for 2022 to the agenda and was passed by unanimous vote.
- Public Comment – None
- On a motion made by Kent James, seconded by Demond Nixon authorizing to set Full Time employees wages for 2022 at a 6% increase. 3% for inflation and 3% based on annual performance evaluations. Passed by unanimous vote.
- On a motion made by Doug Corwin, seconded by Joe Fulton carried by unanimous vote to amend the above motion adding 6% wage increase effective the next pay period.
Action Items/Discussion
- On a motion made by Demond Nixon, seconded by Doug Corwin Resolution 001 of 2022 – Schedule of Fees for 2022 was passed by unanimous vote.
- On a motion made by Demond Nixon, seconded by Doug Corwin Resolution 002 of 2022 allocate funds in the amount of $ 12,500-from Local Share Fund for future Police Car was passed by unanimous vote.
- A motion was made by Kent James, seconded by Joe Fulton Resolution 003 of 2022 appoint the Vice President and Secretary-Treasurer as delegates to serve on the Washington County Tax Collection Committee and passed by unanimous vote.
- On a motion made by Dan Bird, seconded by Doug Corwin Resolution 004 of 2022 match funds for Freedom Transit in the amount of $500.00 passed by unanimous vote.
- A motion was made by Dan Bird, second Doug Corwin to pass Resolution 005 of 2022 Fire Protection Agreement with the City of Washington and East Washington Borough pursuant to an intergovernmental co-op agreement with the City of Washington. Passed by unanimous vote.
- On a motion made by Kent James, seconded by Michael McCormick Carol Schilinski was approved as Deputy Tax Collector by unanimous vote.
- Discussion – Proposed use of borough building as tax collector office.
- A motion was made by Demond Nixon, seconded by Kent James regarding the tax collectors request for the use of the borough building as follows:
- Authorize the Tax Collector the use of the borough office for collection during discount periods of local tax collection as permitted by law and as set by Council
- Tax collector will not be able to use the borough address. Tax collector is to obtain a post office box to be paid by Tax Collector.
- Tax collector may be reimbursed for any postage costs incurred for mailing out taxes.
- Allow the tax collector the use of a drop box that may be installed to the satisfaction of borough council and the cost to be paid by Tax Collector.
- Borough Secretary-Treasurer shall have no involvement with the use of the drop box.
- Motion passed with 5 yes votes. Dan Bird -No, Doug Corwin-No.
- A motion was made by Demond Nixon, seconded by Kent James regarding the tax collectors request for the use of the borough building as follows:
- Discussion – Security Camera – cost of wiring. Aaron Lucero will be checking on the cost of the wiring.
