- Jeff Bull, Fairmont Avenue – Mr. Bull stated the borough passed a resolution regarding following Roberts Rules of Order and asked if the council is going to follow the rules? Mr. Bull asked Mr. Makel who instructed him to go to a duly elected Mayor’s home and go through his garbage? Mr. Bull requested an answer because in the last meeting Mr. Makel’s response was he would have to check his notes because he did not recall. Mr. Bull then asked President Weinstein if she instructed Mr. Makel to go through the Mayor’s garbage.

- Motion Kent James, second Joe Fulton to approve Minutes February 1, 2021, with one correction Trash bill for Haz Waste to be billed $1.35 per month per property owner. February 15, 2021. – Motion passed.
- Motion Joe Fulton, second Kris LaGreca to approve Minutes of February 15, 2021. – Motion passed.
- Motion Doug Corwin, second Dan Bird to approve the February 22, 2021 minutes. After discussion, a motion was made by Demond Nixon, second Doug Corwin to amend the February 22, 2021 minutes because 3 applicants were received from the borough FACEBOOK page posting of the part-time job opening and applicants should be interviewed prior to the decision of hiring. These Applicants were not reviewed prior to the meeting. – Motion passed.

- Motion Doug Corwin, second Kent James to approve Bills GEN Acct. $ 22,668.91 (Checks 7044 to 7076) – Motion passed.
- Motion Joe Fulton, second Kris LaGreca to approve Bill PLGIT Acct. $ 9,205.54 (Checks 980 to 982) –– Motion passed.

- Resolution 005 of 2021 – Motion Dan Bird, second Kent James to approve Resolution 005 of 2021 (Job description for Public Works part-time employee) and authorize to hire Austin Lusher as a part-time employee-public works department at a salary of $10.25 per hour. No benefits, probation period of 90 days effective March 2, 2021. – Motion passed.

- Road Project Bids – Rich Rush – Road Projects – Bids- Public Works. Bid to be advertised with options and awarded on April 5, 2021.
- Emergency Declaration – President Weinstein stated that Council needs to extend the Emergency Declaration to coincide with the state of PA. A motion was made by Kent James, second Joe Fulton to extend East Washington Borough’s Emergency Declaration to align with the State of PA Emergency Declaration. No comments from the public. – Motion passed.

- Dump Truck Repairs – Aaron Lucero, Public Works Supv requested approval for repairs to the 2011 Ford Dump Truck. He received 2 quotes, $1820.69 and $1953.29. Motion Dan Bird, second Doug Corwin to approve Deheil Auto to repair the springs on the 2011 Ford Dump Truck in the amount of $1820.69. – Motion passed

- Mayor Gomber – After a brief discussion regarding the CDBG funds, Council agreed to change the use of the funds to be used for ADA compliance at Thayer Street park. A motion was made by Dan Bird, second by Doug Corwin to approve Resolution 006 of 2021, designating the $40,000 allocation from the Community Development Block Grant funds to be used for ADA compliance ramps and parking at the Thayer street park in East Washington Borough. – Motion passed. Resolution to be forwarded to Rob Phillips, Washington County.
