- On am motion made by Doug Corwin and seconded by Dan Bird the February 7, 2022, minutes were approved by unanimous vote.
- On am motion made by Kent James and seconded by Michael McCormick the continuation meeting minutes of February 17, 2022, minutes were approved by unanimous vote.
- Joe Fulton moved and seconded by Kent James to approve the Bills, Gen Account $40,483.07 (Checks 7445 to 7480), PLGIT $6,168.98 (Check No. 992) ARLE Account $1,483.25 (Check No. 1008). Passed by unanimous vote.
Action Items/Discussion
- Award Park Project Bids. – Mr. Dan Bird moved and seconded by Doug Corwin to award the base bid for the Park Project Bid to Ten Mile in the amount of $25,391.00 for the parking lot/storm water improvements pending receipt of Performance Bond, Certificate of Insurance and appropriate documents required. Passed by unanimous vote.
- By a motion made by Kent James and seconded by Michael McCormick to approve the Playground Option 2 to Park & Play Structures without the Merry-go-Round in the amount of $64,247.56. Passed by unanimous vote.
- Motion made by Kent James, seconded by Michael McCormick to award the base bid with the concrete option to Bioni Drilling, Inc. in the amount of $32,983.00. President Weinstein to notify Rob Phillips, Redevelopment Authority of Washington County of this option for the Playground Project. Passed by unanimous vote.
- Discussion: Additional work on the park – Council member, Michael McCormick provided council with an overview of options for additional work at the park. i.e., electricity at the park, new picnic tables, wall mural and rain garden. Council to finalize at a continuation meeting on Thursday, March 17, 2022.
- On a motion made by Joe Fulton and seconded by Doug Corwin the ARLE Radar Sign Bid is awarded to Bronder Technical Services in the amount of $13,825.92 for 2 radar signs on East Beau Street. Passed by unanimous vote.
- Kent James moved and seconded by Doug Corwin to approve Resolution 007 of 2022 – Hazard Mitigation Plan. Passed by unanimous vote.
- Backup email protocol – Council member Joe Fulton discussed a procedure for backing up emails and/or deleting emails. He felt it was necessary to document this procedure to be in place for future reference. Consequently, a motion was made by Michael McCormick and seconded by Kent James to approve the Email procedure. Add to the East Washington Borough policy and procedures. Passed by unanimous vote.
- On a motion made by Joe Fulton and seconded by Michael McCormick Council agreed to have a Neighborhood Clean Up on Earth Day – Saturday, April 23, 2022, at 9:00 am. Joe Fulton will post on our website or other social media sites. Passed by unanimous vote.
- President Maryann Weinstein said she reached out to the Shelly Anderson from Carmichaels Borough and discussed their Security System installed by Stereo Outlet. The borough has a doorbell system and outdoor cameras. President Weinstein will call Stereo Outlet and arrange to have a representative come here to discuss options for the borough.
- There are open seats on the Zoning Hearing Board. Joe Fulton will post the openings on the website or the nextdoor site.

- Mayor –Matt Boice – Boyce reported the condition of Pylesworth Alley and Aaron Lucero and Kent James are to rate it on the road condition list.
- Solicitor – Dennis Makel – No report
- Public Works – Aaron Lucero stated that Rich Rush, borough engineer, looked at Lemoyne Ave Extension and is preparing a bid.
- Council Members – Reports / Discussion
- Maryann Weinstein, President – Maryann Weinstein, President told council that sidewalk project details need addressed. As a result, a motion was made by Michael McCormick and seconded by Doug Corwin to add to the agenda sidewalk ramps. Motion passed.
- No public comments were made regarding this agenda item.
- On a motion made by Kent James and seconded by Michael McCormick the following areas are approved for sidewalk ramps. Bound in the areas to the west at Penn Street, to the south at Chestnut Street, to the north at Central Avenue and the east at Coal Lane. Passed by unanimous vote.
- Council member Doug Corwin made a motion and seconded by Joe Fulton to add an additional agenda item that the MS4 expenses incurred from Harshman CE Group be paid out of the American Rescue Funds and transfer funds from the American Rescue Funds to the General Fund for reimbursement of those expenses. Passed by unanimous vote.

- Motion made by Kent James and seconded by Joe Fulton to authorize the transfer from the American Rescue Funds account to the General Account for fund expenditures to the MS4 program. Passed by unanimous vote.
- Kent James made a motion seconded by Joe Fulton to authorize Solicitor Makel to prepare a Resolution that all MS4 expenditures be paid out of the American Rescue Funds account. Passed by unanimous vote.
