Public Comment
Any person from the public may speak for a 3-minute period. Total time allotted for public comment is 15 minutes. Please state your name, address and subject. Please choose a representative to speak if you have the same concern.
- Mr. Jim Shaw 25 South Watson Avenue. Mr. Shaw said he had a tree cut down that fell in the paper alley next to his house. He said it was on borough property and asked Council for reimbursement of $350.00 for getting it cut down and disposed of. President Weinstein said she would add it to the end of the Agenda for discussion at the end of the meeting.
Official Action:
- Demond Nixon replacement – A motion was made by Doug Corwin and seconded by Joe Fulton to appoint Mumbi Mundia-Howe to complete the term of Demond Nixon through the first Monday of January. This motion was then rescinded by Doug Corwin and Joe Fulton. A discussion began as to whether a motion was needed to vote for each candidate separately. And if there was a tie, Mayor Nixon would be the tiebreaker. Kent James moved and Doug Corwin seconded that each council person be asked to vote for their candidate of choice. Motion passed unanimously. President Weinstein then asked the secretary for a Roll Call vote from each council member to indicate a candidate of their choice. Vote as follows:

- Joe Fulton – Mumbi Mundia-Howe
- Kent James – Michael McCormick

Motion DID NOT pass due to not a quorum vote. (4 yes votes to pass)
Motion – Mr. Kent James made a motion seconded by Kris LaGreca to vote between Michael McCormick and Mumbi Mundia-Howe.

Motion – A motion was made by Kent James and seconded by Doug Corwin to accept Mumbi Mundia-Howe’s withdrawal from candidacy of Council Member.

Joseph Fulton Yes Motion passed - Police car disposal update – Mr. Bird asked why this was not on Municibid and thought it was to be done 2 weeks ago. Mr. James said that there was some question as to keep the car listing on Municibid 2 weeks instead of 3weeks and listing reserve at $1500.00. Consequently Mr. Kent James made the motion and seconded by Dan Bird to list the police car on Municibid for 2 weeks with NO reserve. 5 yes votes. Doug Corwin- NO vote. – Motion passed.
- W & J Agreement – President Weinstein said W and J had amended the agreement and we have not heard back from W & J. This item will be on the June Agenda.
- Tax Collector Wage Resolution – Ms. Patrick stated that her office did not hear back from Attorney Michael Peters yet. She advised Council to repeal the resolution passed that set the wage for the tax collector because it was passed after the deadline February 15, 2021 therefore rendering the resolution null and void. Reinstate the tax collector salary. President Weinstein said she would contact Rick Mancini, Washington School District because the district also passed a resolution regarding the Tax Collector salary. To be placed on the June Agenda.
President Weinstein stated there were two items for discussion not on the Agenda.
- Purchase of lawn tractor – Dan Bird put a bid on the tractor for $150.00. Some discussion occurred
regarding advertising the sale of the tractor even though it is not required to be advertised because it is under $ 1,000.00. Doug Corwin made a motion then seconded by Kris LaGreca to accept the bid of $150.00 from Dan Bird to purchase the lawn tractor.Maryann Weinstein Yes Kent James Yes Kristopher LaGreca Yes Douglas Corwin No Daniel Bird Abstain A. Joseph Fulton Yes Motion passed - Reimbursement for tree cutting – Jim Shaw – Mr. Kent James made a motion, seconded by Dan
Bird to approve the reimbursement of $350.00 payable to Mr. Jim Shaw for cutting a tree on the borough paper alley providing he show receipts from a legitimate tree service.After discussion, Mr. Kent James withdrew his motion, and this will be on the June Agenda. Mr. Shaw is to provide receipts from a legitimate tree service prior to Council’s approval.Mr. Kris LaGreca told council members he would generate policies and procedures or recommendations for the sale/purchase of items from the borough that may/may not need advertising. In addition, procedures as to how to handle tree cutting reimbursement requests from residents. He will send to Council for review and discussion before the next meeting.
