- Engineer Report- Mrs. Rich Rush stated the Wilmont Construction project is ongoing as scheduled and may be delayed into 2019 depending on the weather. Contractor will do base repair and will check with Columbia Gas as to our Agreement and the number of service lines and open cuts as to how much paving Columbia Gas will do. Final Binder and wearing course will be done in the spring of 2019.

Discussion and/or Action Items
Motion Maryann Weinstein, second Chuck McHugh, to approve Slusarczyk Excavating Application Payment No. 2 in the amount of $38,430 for the Wilmont project approved by Rich Rush, Widmer Engineering, Inc. Pay out of the Act 13 Impact Fees Fund. Motion passed. Note: Current total paid to date for the Wilmont Project $ 114,661.80
Council Member presented Council with a petition with 64% of the residents in favor of adding additional speed hump/bumps on Wilmont Avenue.
Mayor Gomber asked Council if they needed any additional information regarding the Land bank. Council member Hartger asked how joining the land bank would benefit East Washington Borough. He felt that when Mr. Phillips presented material from the land bank that East Washington Borough may not have any properties that qualify under the Land Bank requirements. Mayor Gomber is to reach out to Mr. Phillips and schedule an additional meeting to discuss the Land Bank with Council.
Mayor Gomber asked Council if they are interested in being a partner with other municipalities that are considering a joint effort to purchase major equipment such as a street sweeper, paver, etc. Currently 6 municipalities have been contacted. East Washington Borough would pay only for what we use. President Boice asked Mayor Gomber do obtain an agreement for the joint equipment for Council to review prior to making a decision.
Motion Harold Hartger, second Chuck McHugh to authorize the purchase of a new John Deere tractor (Costars price) from Middletown Tractor in the amount of $ 6,666.18. Motion passed.
Motion Harold Hartger, second Chuck McHugh to authorize the purchase of a replacement tail gate for the Ford Dump Truck from J & J Truck Equipment in the amount of $2631.65. Motion passed.
Budget discussed with/without changes.
Motion Dawn Petrosky, second Jerad Cypher to enter Executive Session for personnel reasons at 8:45 pm. Motion passed.

Motion Chuck McHugh, second Maryann Weinstein to approve Kultyn Lusher as a Part time Seasonal Employee at a salary rate of $10.00 per hour approximately 4 days/week for Leaf season not to exceed 5 weeks. Dawn Petrosky, Abstain. Motion passed.
Motion Harold Hartger, second Chuck McHugh, to approve the preliminary 2019 Budget as presented and authorize secretary to advertise it for the 10 day public inspection requirement. Final approval of the 2019 Budget and Tax Levy at the December 3, 2018 council meeting. Motion passed.
