Official Action:
Mayor Gomber wanted to speak prior to discussion of the first action item. He stated that the executive session that occurred the previous week did not follow the Sunshine Act because the reason given for the meeting was not detailed enough. He got an opinion from the Open Records Act office on what information needs to be disclosed. He wanted the record to reflect that. He also said he asked for a legal opinion and in the July meeting it was determined that only the president of council could ask a legal opinion. Title 8 gives the Mayor the ability to get a legal opinion. He sought a legal opinion elsewhere. He also thinks that Council does not want to follow ordinances. He stated that in accordance with the PA Borough Association, the Mayor can enforce ordinances. He stated employees may be afraid to enforce ordinances for fear of losing their job.
After a heated discussion, President Weinstein asked Joe Fulton to mute the Mayor and the Mayor was muted from the meeting.

2020 Census Banner – The county has paid for a banner promoting the census that we are being asked to erect, preferably in Memorial Park. Aaron would need to zip-tie it to stakes. If we don’t want it they have other locations that they will offer it to. Since the census ends September 30 this is time sensitive.
President Weinstein received an email from Dawn Petrosky requesting placement of a Census sign in the borough. There is a time limit to respond and if Council does not approve this evening, the sign will go to another municipality. Council Meeting Thursday Aug 20, 2020 (via phone conference) Page 2 of 2
A motion was made by Dan Bird, second Doug Corwin to have Aaron Lucero erect the 2020 Census sign which is 30 inches high and 8 feet wide at the Memorial Park, subject to Communications Committee approval. If there is an issue the committee will notify council. – Motion passed.

A request was made by Aaron Lucero for 12 big blocks for the salt lot additional storage. Appx. $120.00 each total $1,590.00.
President Weinstein said this will be on the September Agenda.
