Sally Crumrine, 55 McKennan, (spokesperson for the group) asked Council if they knew of the status of the
McIlvaine property and the rumors of the property being sold for a drug rehab facility. What effect that would have on the borough and residents? The majority of the property is in South Strabane Township.
Discussion continued and Solicitor Makel briefly explained that he and his staff were researching the deeds
and documents dating back to the 1900’s and no decision as of this date was made from South Strabane
Township Supervisors or Zoning Hearing Board. Deeds and maps are conflicting and the property has not
been sold.
Council acknowledged the resident’s concerns and will continue to obtain any information as received from
Solicitor Makel or South Strabane Township Supervisors and advise residents.
Jeffrey Bull, 20 Fairmont Ave. and Kathy Wells, 517 East Chestnut Street, asked about the rental registration
fee increase. And what are the rules for the increase. And is it in line with other municipalities’ fees? Solicitor
Makel said he would provide additional information regarding the rental registration to council within 30 days with the council’s permission.
Mr. Bull also asked when Stone Alley (paper alley) will be addressed and when the drains will be cleaned. Mr. Bull requested Council to make Stone Alley a top priority due to the poor condition of the alley.

Engineer – Rich Rush gave an update on the Wilmont project and anticipate a final change order. Mr. Rush is coordinating with Columbia Gas officials to secure the agreed reimbursement of approximately ½ half of the cost of paving Wilmont. The reimbursement should more than cover the cost of the final payment. FINAL PAYMENT FOR PROJECT WILL NOT BE RELEASED AND IS CONTINGENT UPON APPROVAL BY
ENGINEER, RICH RUSH.
South Watson Inlets installed and paving will take approximately 2 weeks. Morgan Excavating is contractor.
Park and Shade Commission– Ms. Reca Panian
Ms. Panian said that the landscaper will be replacing the 2 new Arborvitae this week because they will be
coming to do routine maintenance at the park and borough.
Update – East Washington Borough Annual Picnic–Sunday, August 18, 2019 (2:00 – 8:00 pm)
Hot dogs, water, and table wear provided. Bring a covered dish to share. Meal served at 4:00 pm.
There will be games for children and entertainment.
Discussion and/or Action Items
Motion Jerad Cypher, second Maryann Weinstein to authorize Solicitor to prepare specifications, and advertise the bid for trash service to include language change that waste hauler will pick up trash regardless of delinquent payment from customers, and hauler to bill customer (Current contract ends December 31, 2019). Provide information to Council for a possible joint trash service contract with South Strabane Township and include recycling and/or glass recycling. Solicitor to provide bid specifications, etc. at the next council meeting, September 9, 2019.
South Strabane will be having a glass recycling collection event scheduled in September, 2019. Solicitor to
send a letter to South Strabane, approval at the October meeting.
President Boice discussed with council the possibility of naming the Thayer Street Park to Nicholas P. Cumer Park. Nicholas P. Cumer, 25, is a hometown hero that lost his life but saved two young ladies at the Dayton, Ohio mass shooting that occurred on Sunday, August 4, 2019. President Boice stated he had not spoken to the parents of Nicholas P. Cumer yet but was open for discussion and/or a motion. It was suggested that President Boice discuss the naming of the park with the parents first. In addition, a certificate and/or proclamation was discussed. Solicitor Makel’s office can assist with the proclamation.
Mayor Gomber suggested that Nicholas Cumer’s parents be invited to our East Washington Borough annual
picnic and the proclamation be presented to them at the picnic.
