Jim Stollar, 145 Lemoyne Ave. Owns Georgetown apartments. Mr. Stollar gave President Boice an ordinance from another municipality regarding Rental regulations and the ordinance stated that fees from rental licenses be kept separate and the fees should be justified as to their use in the borough. Mr. Boice thanked him for the ordinance and the information.
Motion Maryann Weinstein, second Jerad Cyper to approve the Minutes of April 6, 2019 with a grammatical amendment. Motion passed.

Motion Harold Hartger, second Jerad Cypher to award the South Watson Project Bid to Morgan Excavating for Base Bid and Alternate Bic No. 2 (Elmhurst Improvements) in the amount of $80,631.25 pending final approval from Rich Rush, Widmer Engineering. Motion passed.

- Park and Shade Commission- Ms. Reca Panian gave her report regarding cleaning up the park and memorial area.
Motion Maryann Weinstein, second Harold Hartger, to authorize Reca Panian, Park and Shade Commission Chair to contact Landscape Vendor to do the initial weeding and mulching at the park up to an amount not to exceed $2,000. Motion passed. Also request Ms. Panian provide a list of flowers, plants, or trees that may be needed for the park or the memorial area and submit to council.
Discussion and/or Action Items
Republic Services met with a few council members to discuss Republic Service’s request for a rate adjustment increase $2.06 effective July 1, 2019 due to circumstances in the recycling environment.
Motion Harold Hartger, second Maryann Weinstein to take off the tabled motion regarding Republic Service’s request for a rate adjustment increase of $2.06 effective July 1, 2019. Motion passed.

Motion Harold Hartger, second Maryann Weinstein, that East Washington Borough agrees to Republic Service’s request to eliminate glass from their list of recycling, however, Republic Services is responsible for notifying residents of this recycling change and to allow for a grace period of 60 – 90 days for residents to become familiar with the change in recycling. Motion passed. This information can be placed on our website and other social media sites.
Council discussed the installation of lighting and electricity to the EWB Park/Pavilion; however, no decision was made because installing new lighting at the park may be included in the Community Development Block Grant Project at the Park.
Council discussed the Community Development Block Grant Project. It was recommended that President Boice and Vice President provide a list of possible projects that may qualify for the CDBG such as curbs on North Avenue and ADA compliance at the park. The list should include specifications, scope of work, and estimated costs. This list will be presented to Council members at the June, 2019 meeting so a decision can be made for the CDGB project. NOTE: If approved, Mr. Rob Phillips will bid the project.
Motion Maryann Weinstein, second Jerad Cypher to change July Council meeting from Monday, July 1, 2019 to Monday, July 8, 2019. Motion passed. Secretary to post on web and advertise.
Status of EWB Public Works daily checklist. President Boice said Aaron Lucero is working on the checklist and projects such as cut grass, clean inlets, and patch holes are being done daily.
Motion Weinstein, second Harold Hartger to authorize secretary to advertise for a part-time seasonal employee to work 2 days a week for approximately 6 months. President Boice and Vice President Hartger will assist with interviews. Motion passed.

Mayor Gomber discussed the ticket ordinance. No action taken.
After some council discussion a motion was made by Maryanne Weinstein, second by Jerad Cypher for East Washington Borough to join the Land bank program administered by Washington County. The annual fee is $1,000 per year and Mayor Gomber and/or the secretary will notify Mr. Rob Phillips, Washington County and schedule a meeting with Mr. Phillips to determine blight homes or properties that qualify for the Land bank program. Motion passed.
