PUBLIC COMMENT
The following residents had concerns regarding the McIlvaine Property and a proposed possible drug and
alcohol rehab facility.
Darlene and David Stotka, 620 N. Wade Ave. Mr. Stotka asked Council members the status of the McIlvaine
property driveway and proposed facility that is considered at the East Washington and South Strabane border. And do neighboring townships let each other know out of common courtesy about such facilities.
Lisa Crosier 399 North Wade Ave. Ms. Crosier asked if the Council can do anything regarding the drive way
and entering instead from the Dialysis center location. Has there been a traffic study on the road? She also
asked if there was a conflict of interest because the same legal council is representing both municipalities.
Kathy Silbaugh, 610 North Wade Ave. Ms. Silbaugh asked Council if anything can be done to stop the facility from going in at that location. Can the facility be shut down?
President Boice responded that there has been discussion about the proposed facility. The proposed facility is in South Strabane Township where it may be a permitted use. The driveway was constructed on the McIlvaine property not the Hopper property who was the applicant of the driveway. All of East Washington Borough is zoned residential. Chris Furman responded that an application would have been made to South Strabane for the facility and that public notice may be given to residents within close proximity. It may go before the proper commissions and boards for approval. The Fair Housing Act makes it difficult to stop these types of facilities. Some facilities house transient individuals on a temporary basis. FHA laws make it hard to prohibit these facilities.
Jeffrey Bull, Washington, PA. Mr. Bull questioned the advertising of the Trash Bid and that he disagrees with
the hauler to pick up the trash even if a homeowner is delinquent or tardy in payment. He stated former
secretaries billed the homeowners and the borough paid the entire bill. It was a revenue source for the
borough. Mr. Bull also questioned the sidewalk and curb ordinance issue as to whose responsibility is the curb and sidewalk. But he stated not to change it now.

Motion to Harold Hartger, second Dawn Petrosky, to approve Bills General Acct. $ 22,625.96. Motion passed.
Engineer – Rich Rush Report sent prior to Council regarding Wilmont and South Watson.
Motion Maryann Weinstein, second Harold Hartger, to approve the final payment #6, to include work on Gray Alley change order for the Wilmont project in the amount of $12,835.60 pending final written approval from Engineer, Rich Rush, Widmer Engineering. Once approved by the Engineer, Columbia Gas has agreed to pay East Washington Borough for paving on Wilmont and will be invoiced for appx. $27,000.00, or 50% of the cost of paving. Motion passed.

Park and Shade Commission- Ms. Reca Panian. Ms. Panian stated the East Washington Borough annual
picnic went well and it was very warm. She is pleased to announce that with donations there was no cost to the borough for the picnic this year.
Discussion and/or Action Items
Trash bid has been advertised. Open bids at the October meeting. Discussion continued and Council
and/Mayor may still consider a joint agreement with South Strabane for a trash hauler if advantageous to the borough. Council will continue to investigate and consider all options but did not want to be without service by the end of the year when the current contract ends.
Motion Dawn Petrosky, second Harold Hartger to approve Minimum Municipal Obligation (MMO) Non Uniform and Police Pension Plans as presented. Motion passed.
Motion Dawn Petrosky, second Maryann Weinstein, to set the East Washington Borough Halloween Trick or
Treat date Thursday, October 31, 2019 from 6:00 pm to 7:30 pm. Motion passed.
Motion to Harold Hartger, second Maryann Weinstein, authorize secretary to advertise the Budget Work shop for Tuesday, September 24, 2019 at 8:30 am. Motion passed.
Motion Harold Hartger, second Maryann Weinstein to apply for LSA (Local Share Grant) through Washington
County, PA as a matching grant for the purpose of improvements and ADA accessibility compliance at the
Thayer Street park and playground. (due Sept 25, 2019) Motion passed.
Motion Harold Hartger, second Maryann Weinstein to change the use of the Community Development Block
Grant. CDBG. The $40,000 grant allocation to be used for the Thayer street park ADA accessibility compliance requirements, equipment, and improvements to the park and playground. Motion passed.
Motion Maryann Weinstein, second Harold Hartger to submit capital project report to Senator Barlotta with
projects to include flood control, infrastructure and road repairs. (due Sept. 23, 2019) Motion passed.
Motion Harold Hartger, second Maryann Weinstein to enter into Executive Session for litigation purposes at
8:35 pm. Meeting resumed at 9:00 pm.

- Dawn Petrosky – Ms. Petrosky made some suggestions regarding the 2020 Census such as information on our website and during the budget planning to allocate some funds for the 2020 Census and/or community involvement. Ms. Petrosky also commented that when an individual council member calls Solicitor Makel and discusses a topic with Solicitor Makel a written record of the conversation be available to everyone on council.
