Mayor Gomber opened the floor for nomination and Election of Council President.
President Cypher thanked everyone for their hardwork and made a motion to nominate Mr. Boice for President of Council, second Charles McHugh. Roll Call Vote: Hartger-Yes, Weinstein-yes, McHugh-yes, Cypher-yes, Petrosky-yes, Hurney-yes. Motion passed.
Mayor Gomber opened the floor for nomination and Election of Vice President
Motion Maryann Weinstein, second Dawn Petrosky to nominate Harold Hartger, Vice President of Council. Roll Call Vote: Hurney-yes, McHugh-yes, Boice-Yes, Petrosky-yes, Weinstein-yes, Cypher-yes. Motion passed.
Gavel turned over to President Matthew Boice.
President Boice opened the floor to nomination and election of President Pro Temp.
Motion Tim Hurney, second Dawn Petrosky to nominate Jerad Cypher as President Pro Temp.
Roll Call Vote: Weinstein-yes, Hartger-yes, Boice-yes, McHugh-yes, Hurney-yes, Petrosky-yes. Motion passed.
President Boice opened the floor to nomination and election of Vacancy Board Chair- Resident of Borough.

Motion Jerad Cypher, second Charles McHugh to retain Widmer Engineering, Inc. until such time as to allow Widmer Engineering, Inc. and HMT & Associates to present their firms qualifications so Council can decide and appoint an Engineer. The following committee assignments were discussed and various council members and staff will call members to see if they want to remain on the committee. Appointments will be made at the next Council meeting.

Motion Tim Hurney, second Maryann Weinstein, to appoint Dawn Petrosky as interim Citizens Library Representative. Roll call vote: Tim Hurney-yes, Maryann Weinstein-yes, Matt Boice-yes, Harold Hartger-yes, Charles McHugh-abstain, Jerad Cypher-abstain, Dawn Petrosky-abstain. Motion passed.
President Boice will notify Joyce Ellis that the term of office for the Library representative has expired December 31, 2017 and Ms. Petrosky has been appointed as the interim Citizens Library representative .
· Motion Tim Hurney, second Harold Hartger to approve to Set Regular Meetings – 1st Monday of the month at 7:00 pm. except September. September meeting will be 2nd Monday of the month due to the Labor Day Holiday. Motion passed.

December 14, 2017. Motion passed.
Motion Harold Hartger, second Jerad Cypher to approve to approve Bills $ 19,972.31 – General Account
Motion passed.
· Motion Harold Hartger second Jerad Cypher to eliminate the allocation of $2,500 to TEC and $5,500 to the Parking Lot because they do not qualify under the guidelines of the Community Development Block Grant, therefore President Boice stated that the grant allocation would fall in-line with previous councils decision be $10,000 for the Lemoyne Center and $40,000 for replacement of the curbs on North Avenue. Roll call vote: Petrosky-yes, Hurney-yes, Boice-yes, Hartger-yes, Cypher-yes, McHugh-yes, Weinstein-no. Motion passed.

- Motion Tim Hurney, second Jerad Cypher, to approve Resolution 002 of 2018 to allocate funds as follows: $111,320 from Act 13 Funds for Wilmont project $ 12,500-from Local Share Fund for New Police Car – Budget in 2018. Motion passed.
- Motion to approve Resolution 003 of 2018 appoint President, Matthew Boice and Secretary-Treasurer, Sandy Motichak as delegates to serve on the Washington County Tax Collection Committee. Motion passed.
- Motion Jerad Cypher, second Tim Hurney, to approve Resolution 004 of 2018 match funds for Freedom Transit in the amount of $500.00. Motion passed.
- Motion Charles McHugh, second Harold Hartger to approve Resolution 005 of 2018 Rental Regulation Inspection Policy as amended with Code Officer to review and approve. Motion passed.
